Regular Sessions

Bonifay, Florida

 

     The Holmes County Board of Commissioners met in a Regular Session on the above date with the following members present:  Commissioner Kenneth Williams, Commissioner Phillip Music, Commissioner Monty Merchant, Commissioner Jim King and Commissioner Raymon Thomas, Chairman of the Board.

 

     Gerald Holley, Attorney, was present.

     Greg Wood, County Administrator was present.

     Sherry Fitzpatrick, Deputy Clerk, was present and kept the minutes.

     Chairman Thomas led the prayer and pledge.

 

     Commissioner Music  made a motion to approve the minutes from May 8, 2007 Regular Session and May 9, 2007 Special Session with Commissioner Merchant offering a second. The motion passed unanimously.

 

     Commissioner King made a motion to reappoint Will Morales to serve another term on the Chipola Workforce Development Board with Commissioner Music offering a second. The motion passed unanimously.

 

     Chairman Thomas read a letter from Pat’s Electric concerning their bid on a 16KW propane generator for the 911 office. The letter confirmed the correct installation location that was not clearly indicated on the original bid. Commissioner King made a motion to accept the letter and approve the bid of $7,895.00 for the propane generator with Commissioner Music offering a second. The motion passed unanimously.

     Mike Moore and Clay Lee, Emerald Companies, addressed the Board concerning a Private Facility Detention Center that could possibly be located in Holmes County. Commissioner Music made a motion to sign a resolution that would allow Emerald Companies to continue due diligence in the planning of the private facility detention center and then enter into the negotiation stage. Commissioner Merchant offered a second. The motion passed unanimously.

 

     Commissioner King made a motion to approve the Small County Solid Waste Management Grant application with Commissioner Music offering a second. The motion passed unanimously.

     Commissioner King made a motion to approve the Small County Road Assistance Agreement with the State of Florida Department of Transportation for CR 177A in the amount of $2,766,456.00 with Commissioner Music offering a second. The motion passed unanimously.

     Commissioner King made a motion to approve the Small County Outreach Program Agreement with the State of Florida Department of Transportation for CR 81A in the amount of $800,400.00 with Commissioner Music offering a second. The motion passed unanimously.

     Commissioner King made a motion to approve Hatch Mott MacDonald, County Engineer, to proceed with the plans on CR 81A. Once the executed agreement is received from the Department of Transportation then a notice to proceed will be issued to begin design and specifications for project. Commissioner Music offered a second. The motion passed unanimously.

 

     Commissioner Music made a motion to solicit Requests For Qualifications for engineering services for the CR 177A SCRAP Project with Commissioner Williams offering a second. The motion passed unanimously.

 

     Amy Loflin, Project Management Specialist, addressed the Board concerning the ranking of a site in Calhoun County for the Rural Economic Development Catalyst Project. An agreement was signed by the Board on December 19, 2006 that allowed Holmes County to participate in the catalyst project site selection. Holmes County is not obligated at this point and there will be another agreement forthcoming for the Board to consider.

 

     Commissioner King made a motion to approve the State Highway Lighting, Maintenance, and Compensation Agreement. This agreement would authorize the Department of Transportation to reimburse the County for utility expenses on caution lights located on state highways. Commissioner Music offered a second. The motion passed unanimously.

     Chairman Thomas introduced Greg Wood, County Administrator, to the audience.

 

     Commissioner King made a motion to advertise for a mosquito sprayer operator with Commissioner Music offering a second. The motion passed unanimously.

 

     Greg Wood, County Administrator, requested to get quotes on a propane mosquito sprayer unit. The Board agreed to allow Mr. Wood to get quotes.

 

     Greg Wood, County Administrator, announced that C.W. Roberts received the bid on CR 79 which will benefit Holmes County with tourists traveling in our area.

 

     Greg Wood, County Administrator, stated he had received an intent to file a Petition regarding the Comp Plan Amendment to the Future Land Use Element from Hilton T. Meadows. The Board took no action pending the Court's determination if Mr. Meadows was personally damaged and therefore afforded standing to continue with said civil action

 

     Commissioner Merchant made a motion to allow Roger Williams to assess the building department fees from Ordinance 06-03 that addresses the penalty for not obtaining a permit when required. Commissioner Music offered a second. The motion passed unanimously.

 

     Gerald Holley, Attorney, stated he still needed the information on the county dump trucks to research the lemon law and how it will affect them.
